HCPS Hall of Fame Members

The Harford County Public School System began an Educator Hall of Fame program in October, 2000. Each month, during the school year, one former HCPS educator is inducted into the Hall of Fame based on their outstanding service to students, colleagues, and the community for at least 20 years. The prospective Hall of Fame members are nominated by the Harford County Retired School Personnel Association and confirmed by the Board of Education. The inductees (or their families in case the inductee is not available or is deceased) are invited to a Board of Education meeting where they are recognized with plaques, certificates from school and government officials, and are prominently featured on the school system website, www.hcps.org. Franklin 'Frank' Lee Tull

Franklin ‘Frank’ Lee Tull was born and raised in Pocomoke, Maryland on the Eastern Shore of the state. He lived with and was raised by his grandparents in the small town of St. James. He and his four sisters and one brother were part of a close-knit family. Mr. Tull attended the University of Maryland (Eastern Shore) where he graduated in 1975 with a Bachelor of Science in Elementary Education. Following graduation, he moved to Harford County to begin his teaching career at William Paca/Old Post Road Elementary School.

Franklin 'Frank' Lee Tull

Mr. Tull taught at William Paca/Old Post Road Elementary School from 1975 to 1977, and then transferred to Edgewood Middle School. In 1981, Mr. Tull earned his master’s in Administration from Morgan State University. For his research project, he worked on the controversial topic of mainstreaming special education.

From 1985 to 1989, Mr. Tull was assistant principal at Edgewood Middle School before being promoted to principal at Havre de Grace Elementary School in 1989. He stayed at Havre de Grace until 1997 when he moved back to William Paca/Old Post Road Elementary School as principal. Mr. Tull remained in this position until he passed away in 2006 after 31 years of dedicated service to Harford County Public Schools. During his career, he brought many instructional programs to the schools to raise student achievement. In addition, he earned the Excellence for Minority Achievement Award and recognition for Significant Academic Progress..."    Full Article and Photo Gallery Full Article and Photo Gallery
