The school counselor in each school, under the leadership of the school principal and the Supervisor of School Counseling, will develop a program which meets the needs of students as well as the aspirations of the community the school serves, in accordance with the policies and practices established by the Board of Education of Harford County. Areas of responsibility best served by a school counselor are:

utilization of the Harford County Public School Master Plan, the Annotated Code of Maryland, and the local School Improvement Plan, to develop a plan of implementation for school counseling services;

delivery of school counseling to all students in the academic, career development, and personal/social domains;;
-
cooperation with all departments within the school as a contributing member of curriculum development and the School Improvement Team;
-
selection of the most current and appropriate classroom materials;
-
coordination of school counseling functions which reflect the needs of faculty and staff;
-
incorporation of counseling theories and techniques which are most beneficial to the local school;
-
maintenance of mutually beneficial contacts with specialized public or private agencies, post-secondary educational institutions, and employment personnel;
-
knowledge of opportunities available to aid children with special needs;
-
contributions to the career education, character education, and diversity education programs within the school;
-
consideration of state and national data concerning graduates and the students who terminate enrollment to determine the effectiveness of current programs and practices;
-
cooperation with the school's administration in orientating teachers and students to the school counseling program within the school;
-
provision for appropriate education in the area of effective parenting techniques;
-
participation in teams designated to assist a student to meet individual needs;
-
assistance to students in the transition process from one school level to the next;
-
promotion of good attendance practices; and,
-
conduction of exit interviews for all students who terminate their formal education for reasons other than graduation.
