Authority and Responsibility of the Board of Education and the Superintendent
Regular meetings of the Board of Education are normally held on the second and fourth Monday of each month (except July and August) at 6:30 p.m. at various school locations.
Special meetings may also be held thoughout the year. All meetings are
announced in advance in the newspapers or the HCPS web site and in other print/electronic
media including the Harford Cable Network. Meetings are open to the public unless otherwise

it to the Manager of Communications before the meeting begins. Please note
the following time restrictions for public comments. Three minutes - Individual.

The Audit Committee’s primary duties and responsibilities as established by the Audit Committee Charter are to: serve as an independent and objective party to monitor the District’s financial reporting process and internal controls; review and appraise the efforts of the external auditors, financial and senior management and the Internal Auditor; and provide an open avenue of communication among the external auditors, financial and senior management, the Internal Auditor and the Board.
The Board of Education of Harford County has established and supports an Internal
Auditor as an independent appraisal function to examine and evaluate HCPS activities
as a service to the Administration and the Board. The strategic goal of the Internal
Auditor is to assist the Board and the Administration in the effective discharge
of their fiduciary responsibilities.
The mission of the Internal Auditor is to manage risks by measuring and evaluating
the effectiveness of financial and managerial controls and recommending enhancements
or corrective actions as needed. The principle objective is to promote effective
internal control at a reasonable cost.

Harford County Public Schools maintains a hotline which may be called to report any of the following: fiscal misconduct; violations of Board policy; violations of federal or state law or regulation; any instance where the health or safety of an employee or student has been jeopardized. The call automatically goes to a voice mailbox that is monitored daily. The information reported is reviewed by the Office of Internal Audit.
