Title 1
Title I is intended to help ensure that all children in the program have the opportunity to obtain a high-quality education and reach proficiency on challenging state academic standards and assessments. Title I targets resources to schools where the needs are greatest. High-poverty schools (those with 40 percent or more students from low-income families) are eligible to adopt schoolwide programs to raise the achievement of low-achieving students by improving instruction throughout the entire school, thus using Title I funds to serve all children. Schools that are not eligible for schoolwide programs must use Title I funds to provide targeted services to low-achieving students. The use of effective instructional strategies such as Reaching Achievement (ReAch), Math Recovery, Home Visitor Programs, extended-day and many others addresses the needs of targeted students in schools. These services are delivered by classroom teachers, instructional assistants, home visitors, and teacher specialists. The Tit le I office has the responsibility of overseeing these strategies in schoolwide and targeted assistance programs. Schools that have Title I programs are given greater decision-making authority and flexibility in exchange for greater responsibility for student performance.
