Mrs. Susan Osborn has been principal of Roye-Williams Elementary since
the 1998-1999 school year. Mrs. Osborn has been a classroom
teacher, guidance counselor, assistant principal, and principal. She

Mrs. Donna Miller
Mrs. Donna Miller joined the Roye-Williams faculty in the 2000-2001
school year. She has been a high school special educator, a middle school
language arts teacher, an elementary school teacher, and an assistant
principal. She attended
Mrs. Dawn Gardner
Mrs. Gardner is a National Board certified teacher and has been a Library Media Specialist, a Mentor Teacher, and an Assistant Principal. She received her Bachelor’s of Science from Towson State University with a dual major in Elementary Education and Psychology. She also has a Master’s of Science Degree from Towson University in Human Resources with a concentration in Educational Leadership.
Mrs. Gardner is assigned as an Instructional Facilitator to three schools . Her role is to make sure all students are learning. She does this through observing and evaluating teachers, conducting professional development, assisting with school improvement, writing curriculum and being part of the school’s leadership team called ILT. Mrs. Gardner is married and has a beautiful daughter as well as a dog who thinks she is a person and a cat who thinks she is a dog.

Mrs. Jill Hartsfield
Mrs. Hartsfield received a Bachelor of Science degree in Elementary Education from Towson University. She received her Master's of Science Degree in Curriculum and Instruction from McDaniel College. She also has her Administration I Certificate. She lives in Belcamp with her husband and young son. They are expecting an addition to their family in August!
As Teacher Mentor, Mrs. Hartsfield works with probationary teachers on the implementation of the Harford County curriculum. She provides demonstration lessons, peer coaching, and data collection for teachers who need assistance. She provides professional development for teachers at the school and county levels.

Mrs. Cynthia Bartlebaugh
Mrs. Bartlebaugh received her Bachelor of Science in Music Education from West Chester University majoring in Piano and minoring in Voice and Bassoon. She received her Master’s of Science in Music Education from Towson University. She completed her 30+ in School Administration at McDaniel College.
In the absence of the Principal and Assistant Principal, it is the duty of the Teacher In Charge to maintain a business as usual atmosphere in the school. She handles any discipline issues that arise and keeps the Principal and Assistant Principal informed of any emergencies or problems that arise at school. When both the Principal and Assistant Principal are at school, it is her duty to give support to the office staff and administration as needed.
