MARYLAND STATE DEPARTMENT OF EDUCATION
Certification of Counselors
School Counselors. All school counselors shall hold a school counselor certificate. As of July 1, 1988, an applicant shall be eligible for a school counselor certificate upon completion of one of the following options:
A. Option I The applicant shall have:
1. A master's degree in school counseling;
2. A National Board of Certified Counselors (NBCC) certificate; and,
3. Two years of satisfactory performance as a teacher or counselor in a school setting.
B. Option II The applicant shall have:
1. A master's degree in school counseling in a program approved on-site using National Association of State Directors of Teacher Education and Certification (NASDTEC) Standards for State Approval of Teacher Education, which is incorporated by reference under COMAR 13A.07.06.01A, or standards deemed comparable to the NASDTEC standards by the State Department of Education; and,
2. Two years of satisfactory performance as a teacher or counselor, or 500 clock hours in a supervised practicum in school counseling.
C. Option III The applicant shall have:
1. A master's degree in school counseling from a program approved by the Council for Accreditation of Counseling and Related Education Programs (CACREP).
D. Option IV The applicant shall have:
1. A master's degree in school counseling from an approved program under the Interstate Contract agreement for support services; and,
2. Two years of satisfactory performance as a teacher or counselor.
The National Board for Certified Counselors (NBCC) is an independent, non-profit, voluntary, non-governmental corporation established to advance the credentialing of professional counselors. National Board for Certified Counselors, initiated under the leadership of American Association for Counseling and Development, monitors a national certification process, identifies counselors who have voluntarily sought and obtained national certification, administers a certification examination, and maintains a register of more than 17,000 board-certified counselors.
