Balancing Enrollment with Capacity Policy Review
On October 21, 2001 the Board of Education approved a comprehensive policy for balancing
enrollments with capacities in the public schools. A condition of the approval was
the annual review of the policy and its related procedures.

Superintendent's Presentation to the Board of Education
The Board of Education approved the policy entitled Balancing Enrollment with Capacity
on October 22, 2001. The policy requires that "Each year the Superintendent will
prepare a report that contains an analysis of enrollment relative to state rated
capacities. The report will contain recommendations and alternatives, with rationales,
for addressing imbalances; and the report will be presented to the Board of Education
in October." Further, the policy stipulates that "The Board of Education may direct
the Superintendent to develop additional information and/or develop other alternatives
for its consideration, or the Board of Education may propose other specific alternatives."
Notice: The September 30 Enrollment Report and the Enrollment and
Capacity Report displayed on these pages reflect slightly different numbers. The
Enrollment Report shows "headcount" numbers for elementary schools, while the Enrollment
and Capacity Report lists adjusted or "Full-time equivalent (FTE)" numbers in which
those pre-kindergarten and kindergarten students who attend school a half day are
counted as .5 of a student. In addition, the Enrollment and Capacity report is computed
from preliminary data in order to make projections for future years used in the
Balancing Enrollment process that begins each October. The Enrollment Report reflects
numbers derived after refinements have been made in the preliminary numbers. The
adjustments reflect no more than 50 students systemwide.
