NOTICE OF PUBLIC COMMENT PARTICIPATION
BUSINESS MEETING – FEBRUARY 22, 2021 – 6:30PM
The Board of Education of Harford County Business Meeting will be held on February 22, 2021 at 6:30PM with only Board Members, staff, and presenters in attendance virtually. The meeting will be streamed live and archived for later viewing on the HCPS Website.
Public Comment Participation Call-In Process
Community members who wish to provide comments during the Public Comments segment of the Business meeting are required to register by completing this form Public Comment Registration Form, https://www.hcps.org/boe/publiccommentrequest.aspx

1. Registered speakers will receive an email from HCPS with a Call-in Phone # and a Conference ID #.
2. Registered speakers are required to call-in and enter the conference ID# at 6:30PM on Monday, February 22, 2021.
3. Important: If you are unable to take your phone off mute, you may need to dial *6.
4. All speakers, regardless of affiliation, will receive 3-minutes per speaker. Speakers may be interrupted and be given notice when they have 30 seconds left. When speakers have reached their 3-minute mark, callers will be removed from the meeting.
5. The Board has allotted two-hours for the Public Comments segment of the Business meeting.
6. If you are admitted from the virtual lobby to the meeting within the two-hour time constraint, you will be placed on hold and greeted by an HCPS staff member when it is time to begin your public comment. Expected hold time may vary based on number of registered speakers. The maximum wait time in the lobby is 30 minutes; should you be disconnected please call back.
7. Registration forms are limited to one (1) per person.
8. In accordance with Board policy, if the number of speakers impede the ability of the Board to complete scheduled business, the Board reserves the right to reduce the amount of time allotted per speaker, or overall time allotted for public comment.
9. The Board expects that all comments will be submitted with the decorum and respect appropriate to the conduct of public business.
10. Topics such as personnel matters, pending appeals, specific student disciplinary matters or which constitute commercial solicitations are not permitted.
11. Disparaging comments, personal attacks, and inflammatory remarks about specific schools or personnel are not permitted. Speakers who engage in these comments will be reminded of the rules and the Board reserves the right to remove the speaker from the call.
12. All public comments submitted will be part of the records maintained by the Board office.
Speakers are reminded that public comments are considered public information and, as such, are subject to the Maryland Public Information Act.

School Closures for Elementary School Staff COVID-19 Second Dose Vaccine Clinics
The following message was sent to elementary school contacts, staff and families, in our mass communication system, at 5:30 p.m. via phone, email, and text message on Monday, February 16, 2021:
The COVID-19 vaccination clinics for elementary staff to receive their second dose of the vaccine will be held at Patterson Mill Middle/High School from 9:00 a.m. to 5:00 p.m. the week of February 22, 2021. School staff have been assigned a day that week by the Harford County Health Department, to receive their second dose of the vaccine. Your school will be closed on the day school staff are assigned to the clinic to allow the opportunity for all staff to be vaccinated against COVID-19. Families received a call Monday, February 15, 2021 with their school closure information. The full schedule can be found here.
We continue to be grateful for the efforts of the Harford County Health Department and volunteers like HCPS nurses who have made it possible for the vaccine clinics to run as efficiently as they have. We thank you for your understanding as we continue our efforts to recover from the COVID-19 pandemic.

The HCPS Family Technology Support call system will undergo routine maintenance from 1-5 p.m. on Friday, February 12, 2021. During this time, callers for Family Technology Support (410-809-6370) MUST leave a message that will be returned as soon as possible.

This is a calendar reminder. On Friday, February 12, 2021, schools and consequently, all virtual learning, will dismiss three hours early. On Monday, February 15, 2021, all schools and offices will be closed for observance of the holiday; this includes virtual learning. Again, all virtual learning will dismiss three hours early tomorrow, February 12, and all schools and offices will be closed on Monday, February 15 with no virtual learning. Please note, half-day PreK will NOT meet on early dismissal dates.

The Harford County Public Schools Continuity of Learning document, which outlines our plan to return to in-person learning, has been updated.
This evening, Monday, February 8, 2021, the HCPS Board of Education will engage in a discussion around the plan to return to in-person learning, including information about HCPS athletics and other activities. You are encouraged to tune in to the Board Business meeting that begins at 6:30 p.m. You can watch via live stream here.
UPDATE: FEBRUARY 4, 2021
The following message will be sent to all middle and high school parents and guardians at 10:00 a.m. via our mass communication system phone, email, and text:
Good morning. This message is for all parents and guardians of students in middle and high school. Next week, school WILL be in session (please note: this is VIRTUAL instruction) Monday through Friday. On January 20, you were notified that your school would be closed one day next week to allow school staff to receive their first dose of the COVID-19 vaccine. We have been informed by the Harford County Health Department that they have not received the vaccines necessary to hold clinics for our secondary staff and consequently, we will have instruction Monday through Friday, February 8-12.

The following message has been sent Wednesday, February 3, 2021 at 4:15 p.m. via our mass communication system phone, email and text, to all parents/guardians of students enrolled in HCPS elementary schools:
"Good evening. This is a message for all parents and guardians with students currently enrolled in HCPS elementary schools.
The HCPS Return to In-Person Learning plan has been updated at this time. Beginning March 1, 2021, elementary students will have the opportunity to return to the school buildings 2 days per week. We are planning to increase that number to 4 days per week as early as April if conditions allow.
You will receive additional information from your principal about the updated plan; we know some of you may have already communicated your intent to return to in-person learning, or to continue virtual learning, based on the plan to return one day per week. Please give your principal an opportunity to reach out with additional information about how they will continue or begin to collect your intent to return, whether it remains the same or will need to be updated. Please allow your principal an opportunity to reach out and support their preparation efforts by responding to their communications as soon as possible. Thank you."
