HCPS Board Meeting Highlights

Recognition
  • Lloyd C. Fry and Shirley J. Rose were inducted into the HCPS Educator Hall of Fame
  • Francine Plotycia was honored in recognition of having been named a Maryland Elementary Math Teacher of the Year, 2003-2004
  • The Harford County Public School Budget Office was recognized for having been awarded the Distinguished Budget Presentation Award by the Government Finance Officers Association of the United States and Canada (GFOA)
  • Youngshin Jennifer "Jenn" Chang of Edgewood High School was honored for having won the World Junior Light Heavyweight Pan American Games Championship in Tae Kwon Do.
  • The Harford County Facilities Management Department was honored for having received the U.S. Environmental Protection Agency's 2003 National Excellence and Special Achievement Awards for exemplary indoor air quality.

Action Items

The Board took action on the Consent Agenda which included the Monthly Report on Personnel, Minutes from the Business Meeting of September 22 and October 13 and work sessions of September 22 and October 20, 2003. They approved the proposed Resolution on Retired Employees, Appointment of Membership to Board Sponsored Citizen Advisory Committees and Approval of Charges for Board Sponsored Citizen Advisory Committees.

The Board approved recommended amendments to the FY05 Capital Improvement Program involving portable classrooms and the new middle/high school at Patterson Mill.

The Board unanimously approved a revised policy for staff vehicles. The Board unanimously approved a contract for electrical design services to address electrical compliance to the state standards for information and communication distribution system involving the Technology in Maryland Schools grant.

The Board unanimously approved the consolidation of rental facilities used by the HCPS Central Office into a lease/purchase arrangement with Clark Turner/Manekin which will result in that firm constructing a building that will be used to house most of the school system's central office.

Presentation

Sheriff R. Thomas Golding made a presentation on metal detectors to be used by school resource officers and the Alco-Blow device for use by school administrators in detecting alcohol at school functions. The Board voted unanimously to direct the superintendent to send the proposal to the policy review committee who is charged with creating a policy that will come before the Board for approval in January, 2004.

Board Business

The Board voted unanimously to move its business meeting from January 26 to January 27, 2004 (Bel Air Middle School - 4:30 p.m.) due to a conflict with an event to take place during the Maryland General Assembly.
