The Board Policy Manual for the Board of Education of Harford County sets forth the existing policies
for the school system.
In Spring 2002, the Board of Education established procedures for development and review of its
policies. Included in these
procedures was direction to the Superintendent to make the policies available to the public
in an electronic format. Accordingly, upon approval of the Board of Education, each policy
section was placed in this web site.
In 2006, the Board took action to reorganize the policies in a format that is more web friendly for

Management, Safety and Security, Stakeholders, Ethics, Personnel, Fiscal, Contracting and
Procurement, District Management, School System Governance, and Equity and Non-Discrimination.

As Harford County Public Schools (HCPS) works on developing the American Rescue Plan Act (ARPA) Elementary and Secondary School Emergency Relief (ESSER) III Grant Proposals to be submitted to the Maryland State Department of Education, it is important to receive our community’s input. This grant funding is provided by the US Department of Education to state educational agencies and school districts to help sustain the safe operation of schools and address the impact of the coronavirus pandemic on students. HCPS is seeking feedback on how you would rank the school system’s priorities for the ESSER III Grant funds.
Please take a moment to participate in a brief survey to contribute your voice. HCPS will use the feedback it receives from this survey to plan and help guide the formulation of the grant budget to best meet the needs of students, staff, and our community. Input will be collected through 11:59 p.m. on Wednesday, July 28, 2021. This is completely optional. Have comfort and confidence in knowing that your responses are reported anonymously.

Please provide your input before August 1, on how HCPS should respond to inclement weather as we look towards the next school year. We anticipate schools will be open with normal operations for the 2021-22 school year, and we want to know how staff and families would like HCPS to respond when inclement weather prevents safe transportation to school.
This past year, we continued virtual instruction on days with inclement weather. For some, that virtual instruction was asynchronous- flexible, and done on the students own time. Others had synchronous instruction- scheduled, virtual instruction with their teacher. When schools re-opened to students last year, we had an inclement weather event in which it was deemed unsafe to provide transportation to school. All schools and offices were closed, with no virtual instruction.
Having experienced both responses to inclement weather last year, we’d like your input. Please take a brief survey to share how you would like HCPS to respond on inclement weather days. The survey will remain open through midnight on Sunday, August 1, 2021. We want to know what you think- should students and staff participate in virtual instruction, or should schools and offices be closed in the case of an inclement weather event that prevents safe transportation to school?
